You can use large taro roots instead of the small one. But large taro roots gives better result than the small one.

Allow the taro roots to cool and peel there skins. Mash the taros ,there should not be any lumps inside the mashed taro.

Finely chopped all the vegetables. Take half of the soaked tapioca seeds  into a bowl and roughly mashed them.

Now add all the rest of the ingredients and mix all nicely with out adding any water. You can store the mixture in refrigerator for later use around 2 days.

Now heat oil in a pan. The mixture is slight sticky ,so wet your hand and make small fritters to pour them into the hot oil. let it fry with out moving the fritters ,turn them after sometimes.it will help to avoid sticking the fritters each others. Stir frequently to fry all the sides until crispy and brown.
